House Appropriations Committee – June 14, 2023
House Appropriations Full Committee , considering for the Agriculture, Rural Development, Food and Drug Administration Subcommittee, coming in $532 million (2.1%) below the FY23 enacted level and $3.622 billion (12.5%) below President Biden’s FY24 Budget Request. The measure was approved by the Committee, providing a total discretionary budget of $25.313 billion, of which $7.475 billion is offset by claw backs in the Inflation Reduction Act (IRA) and the American Rescue Plan. While the committee allocated $1.7 billion to National Institute of Food and Agriculture (NIFA) – $9.5 million (0.6%) decrease from FY23 – and $460 million to Agriculture and Food Research Initiative (AFRI) – $5 million increase from FY23 – funding for the Research Facilities Act was not provided.

The Defense bill funds agencies and programs under the jurisdiction of the Department of Defense (DOD) and Intelligence Community, including the Military Services, Central Intelligence Agency, and the National Security Agency. For Fiscal Year 2024, the bill provides $826.45 billion in new discretionary spending, which is $285.87 million over the President’s Budget Request and $28.71 billion – or 3.6% – over the FY23 enacted level.
