170.010 Publications

Responsibilities -- The director of UM University Relations is responsible for University publications produced at the system level. Each chancellor's designated representative for publications is responsible for University publications produced by the campus.
1. The director of UM University Relations exercises this responsibility through UM University Relations.
  1. UM University Relations is responsible for producing and/or editing system and multicampus administrative publications.
  2. Other publications produced or reviewed by UM University Relations will include those of UM staff officers.
  3. UM University Relations supervises UM publications programs through:
    (1) Development and administration of UM publications policies and performance standards.
    (2) Review of budget and staffing requests for publications programs.
    (3) Review of publications programs, quality, purpose, effectiveness and expenditures.
2. On the campus level, the chancellor's designated representative for publications is responsible for:
  1. The following categories of publications:
    (1) Administrative publications: i.e., publications issued for the benefit of prospective students and others who wish information about the campus or its programs. Among publications in this area are circulars of information; announcements of courses; general catalogs, announcements of the separate schools, colleges, divisions and curricula; the bulletins of the regular and summer sessions; promotional literature; general information leaflets; campus guides, leaflets dealing with the fellowships, scholarships and prizes; class schedules; local handbooks of rules and regulations for students; final examination schedules; circulars for new students; welcome booklets; commencement programs. Annual reports for campuses, schools, colleges, divisions and departments should not be undertaken without specific approval of the chancellors.
    (2) General informational publications for use of the public: General Information; agriculture series; reports of proceedings; all promotional materials and periodicals; business and government review and similar publications.
    (3)Newsletters: Initiation of newsletters for use outside the department, school, college or division should have approval of the campus publications office.
  2. Publication policies and performance standards for the campus in accordance with University policies and regulations.
  3. Review of staffing requests for campus publications.
  4. Review of publications programs and expenditures on the campus.
  5. Conducting a local review to evaluate the need, quality, and effectiveness of publications projects with particular regard to how well the purposes and audiences of publications are served.
  6. Centralizing publications activities to the maximum extent feasible or desirable to achieve efficient operation and control.
  7. Constantly reviewing content, treatment and design of administrative publications so that publications may receive continuing improvement.
Printing -- Although campus printing facilities should be used when they can produce quality, timely and economical publications, the chancellor's designated representative for publications has the option of working directly with the campus purchasing department to contract printing jobs with outside vendors.
Approval of New Publications -- Each chancellor's designated representative for publications has full responsibility and authority for review and approval of all new publications on the campus.
Publications Copy -- Campuses and System Units
1. All administrative publications should be prepared with the idea that they represent the whole University, as well as the issuing department or campus.
2. To this end, primary publications such as catalogs will contain material on:
  1. The Board of Curators
  2. The president and vice presidents
  3. University organization
  4. University history
  5. University scope (teaching, research, extension, service)
3. Secondary publications should contain similar information as appropriate and as space permits.
4. Copy covering these items should be obtained from UM University Relations.
5. The official University symbol should be used on University publications. The director of UM University Relations is responsible for disseminating rules and regulations for the systemwide identification program. Details on use of the symbol may be obtained from UM University Relations.

Established
1. Whereas, it is deemed necessary to unite the editorial and publication functions now exercised by the ��ϲʹ�� Studies and the Missouri Hand Book Series published by the College of Arts and Science and make provision for the publication of such books as the University decides are desirable from the standpoint of the University and the State and to make provision for the handling of these matters under one head.
2. Now, therefore, be it resolved that there is established effective July 1, 1958, the ��ϲʹ�� Press. The Press shall operate under guidelines approved by the Chancellor of the Columbia campus.
3. An editorial board for the Press will be established. It should have representation from all UM campuses.
Curators Publication Award
1. An Award known as the Curators Publication Award shall be offered no more than once a year to a faculty member of the ��ϲʹ�� for an outstanding manuscript selected by the Press Committee and published by the University Press.
2. The stipend associated with the award will be $2,500.

The President of the University, under the authority delegated by the Board of Curators, does hereby make the following order:
��ϲʹ�� as licensee of non-commercial educational radio broadcast stations KBIA-FM, Columbia, Missouri; KCUR-FM, Kansas City, Missouri; KMST-FM and KMNR-FM, Rolla, Missouri, and KWMU-FM, St. Louis, Missouri, and commercial television broadcast station, KOMU-TV, Columbia, Missouri, hereby establish the following operating procedures and practices to clearly reaffirm the University's intention to operate these broadcast facilities in full compliance with all applicable Federal, State and local regulations.
1. In accordance with the existing statement of policy adopted by the Board, the President has the overall responsibility for the above broadcast facilities in all dealings and activities before the Federal Communications Commission, including applications, renewals, modifications and responses to Notices of Inquiry and petitions.
2. The Chancellors are responsible for the day to day operation of each broadcast facility on their campus. This responsibility may be delegated to the Station Manager of each broadcast facility.
3. ��ϲʹ�� have recognized the need to monitor compliance of licensee responsibilities. To this effect, the Vice President for Information Technology will be responsible for providing:
  1. Coordination and operational contract on a continuing basis with the Chancellors, FCC offices and the University's FCC Counsel.
  2. Assistance in processing applications, renewals, modifications, and responses to Notices of Inquiry and petitions.
  3. Maintenance of adequate files of all broadcast facilities of the University, including those in other classes of radio services.
  4. Liaison activities between each campus Chancellor, the University's General Counsel and the FCC on all license-related matters.
  5. Coordination of periodic meetings among Station Managers and Counsel on FCC matters to insure adequate discussion and review of operational procedures, programming practices and FCC requirements.
The foregoing is designed to assure the University's compliance with all necessary rules and regulations which govern the operation of broadcast stations of which it is the licensee. This Statement of Policy and Operational Procedures may be amended, altered or changed at the direction of the President.

Advertising -- The University shall not be used for commercial or promotional advertising purposes, nor will the name of the University be identified in any way with the aims, policies, programs, products or opinions of any organization or its members; but an exception may be made by the President of the University. When an exception is made, the conditions for using the name will be prescribed.

The University Seal -- The official seal of the ��ϲʹ�� as adopted in March, 1903, is and shall be the only seal used by the University on any campus thereof, except, that the administration is authorized to furnish for the registrar on each campus an embossing stamp for the purpose only of certifying student records and transcripts, each of which shall clearly designate its intended purpose.

Standards governing the use of the University Seal are available in the UM System Style Guide.
Name Identification -- The official and legal name of the ��ϲʹ�� is embodied in state statute as “��ϲʹ��.” This name shall appear in all official and legal documents of the University. The organizational units that comprise the ��ϲʹ�� consist of the following:
1. ��ϲʹ�� System -- This name shall refer to the unified, state-wide, multi-campus ��ϲʹ�� System and the administration for the System. First reference shall be the ��ϲʹ�� System. Second and subsequent references may be UM System, University System, or University. In addition, the UM System officials may have occasion from time to time to refer to the entire university as the ��ϲʹ��.
2. Campuses of the ��ϲʹ�� System -- Reference to each respective campus of the university shall be described in this section:
  1. ��ϲʹ��-Columbia: For purposes of official correspondence, first reference to the UM campus in Columbia shall be to the ��ϲʹ��-Columbia. Second and subsequent references may be to the ��ϲʹ��, MU or Mizzou. In recognition of the historic status of the Columbia campus as the first campus to bear the name of the ��ϲʹ��, the ��ϲʹ��-Columbia may use the form “��ϲʹ��” in written communications (print and electronic) relating to student and faculty recruitment, advancement (fundraising, alumni relations, marketing), intercollegiate athletics, and other similar public relations functions.
  2. Missouri University of Science and Technology: For purposes of official correspondence, first reference to the UM campus in Rolla shall be to the Missouri University of Science and Technology. Second and subsequent references may be Missouri S&T (effective January 1, 2008).
  3. ��ϲʹ��-Kansas City: For purposes of official correspondence, first reference to the UM campus located in Kansas City shall be to the ��ϲʹ��-Kansas City. Second and subsequent references may be UMKC.
  4. ��ϲʹ��-St. Louis: For purposes of offical correspondence, first reference to the UM campus located in St. Louis shall be to the ��ϲʹ��-St. Louis. Second and subsequent references may be UMSL.
  5. The respective campuses may also use the following forms for mascots:
    
    (1) Missouri Tigers
    (2) UMKC Kangaroos
    (3) Missouri S&T Miners (effective January 1, 2008)
    (4) UMSL Tritons
3. The Office of the President and staff will be identified as the System administration.
University Colors -- The following colors shall be the official colors of the respective campuses of the ��ϲʹ�� System and shall be used in academic dress and in athletic uniforms:
1. ��ϲʹ��-Columbia -- Black and Gold
2. ��ϲʹ��-Kansas City -- Royal Blue and Gold
3. Missouri S&T (effective January 1, 2008) -- Silver and Gold
4. ��ϲʹ��-St. Louis -- Red and Gold
University Flag -- Each campus shall have a flag which shall be divided diagonally from the upper left hand corner to the lower right hand corner with the top half (upper right) being gold and the lower half (lower left) being the other color of the campus and shall bear in the center the official University seal.
1. Use of University Flag -- The University Flag shall be used only on occasions of ceremony, particularly when the President, Deans, and Faculty appear in their academic gowns or on other such formal occasions designated by the President. When the University Faculty marches in academic procession this official flag should be carried in front of the column by some person officially designated. It shall be kept at all times in the Office of the President.
Use of University Stationery -- No person or persons operating a company or business of any description shall use University stationery in its business correspondence, whereby it is made to appear to the people of the State that the business is a part of the University.

Requests for Outside Speakers or Programs -- When requests are reviewed and determined for use of University facilities or resources for outside speakers or programs, the following criterion should be taken into consideration.
1. The University is and must remain a forum for the free and orderly exchange of scholarly ideas and information.
2. Freedom of inquiry into all areas of human knowledge and beliefs, be such areas currently popular or not, is basic to the search for truth.
3. In order to insure freedom of inquiry for its students, this University is dedicated to the free and open exchange of ideas beliefs and theories in its sponsored programs and activities limited only by such rules and regulations as deemed necessary to insure their peaceful and orderly expression, in an atmosphere of open exchange and under conditions conducive to critical evaluation of divergent points of view, and under circumstances and at times and places which will not conflict or interfere with the regularly scheduled functions of the University.
4. It is the intent of the University that an appropriate balance of topics be expressed in a sound academic approach to any subject or theory.
Chairperson of the Program -- The President or his delegated representative may designate an appropriate senior faculty member to function as Chairman of the program and to conduct a free and impartial discussion following the presentation.
All meetings and speakers are subject to all laws, University Rules and Regulations covering the use of University buildings and property.
